Civil Actions; provides for instructions to juries after jury is sworn in; requires that court require mediation in certain actions for monetary damages; provides for voluntary trial resolution; revises conditions for award of attorney's fees for presenting unsupported claims or defenses; authorizes court to impose additional sanctions; provides government rules defense re certain products liability actions, etc. Amends FS.
