Taxes/Seaport Duty-free Zones; authorizes designation of said zones by counties that contain deepwater ports; provides exemption from sales & use tax for certain items purchased within said zone by passengers on sea cruise ship who reside outside this state; provides penalties for making fraudulent statement for purpose of tax evasion; authorizes business that operates sea cruise ship to issue cruise arrival-departure cards; requires records to be kept, etc. Amends 212.06.
