LES Dept./Reorganization; provides that dept. shall operate its programs in decentralized fashion; provides for appointment of three assistant secretaries & for powers & duties of such secretaries; provides for creation of field offices; revises divisions within dept.; provides that certain employees of dept. shall be in Senior Management Service; provides that certain actions contemplated by act shall be done within available resources of dept. Amends FS.
