Fish & Wildlife Conservation Comm.; transfers specific regulatory powers from DEP to Fish & Wildlife Conservation Commission & Agric. & Consumer Services Dept.; provides for deposit of certain funds in General Inspection Trust Fund of Agric. & Consumer Services Dept.; provides certain responsibilities for Marine Fisheries Division at said commission; authorizes Marine Fisheries Division to issue permits for scientific purposes, etc. Amends FS.
