Fish & Wildlife Licenses; clarifies purposes for which manatee license plate fees are used; amends provision re regulation of vessels by municipalities or counties; provides for boating accident report forms; revises divers-down flag requirements; requires persons engaging in water skiing, parasailing, or aquaplaning to wear noninflatable flotation device; revises age requirements for lease, hire, or rental of personal watercraft, etc. Amends FS.
