Workforce Development Education Act; creates "Workforce Development Education Unification Act of 2000"; provides for conditions re adult workforce development programs that are transferred; requires local agreement between school districts & community colleges; creates independent panel to resolve disagreements; assigns OPPAGA to perform study on school district facilities used for workforce development education instructional purposes, etc. Creates 239.214.
