GENERAL BILL by Cowin

Nursing Homes & Health Care Facility; defines "nursing home bed"; requires signed order by physician when nursing home initiates transfer or discharge of resident; modifies requirements re designation under nursing home Gold Seal Program; requires notice of proposed increases in certain water or sewer utility service rates, charges, or fees; requires Public Counsel to provide legal representation in proceedings before counties, etc. Amends Ch. 400, 180.136, 350.0611, 367.171, 397.405.
