Medically Essential Electric Utility; defines term "medically essential"; requires electric public utilities to provide medically essential service under specified circumstances; provides procedures for certification of medically essential utility service; authorizes utilities to disconnect service under certain circumstances; provides for notice to customers; provides for payment for service; provides for monitoring of customers, etc. Creates 366.15.
