Juvenile Offenders; provides for juvenile pretrial detention & release; provides for rules of procedure & for juvenile first appearance hearings; provides for release on nonmonetary conditions; provides for pretrial secure detention under certain circumstances; provides criteria & requirements; provides for processing of said offenders; requests Fla. Supreme Court to adopt rules amending Rules of Juvenile Procedure for certain purposes, etc. Amends FS.
