State Leases; requires state agencies to present justification before terminating lease of privately owned property; provides for coordination & assumption of remaining term of lease terminated by state agency before end of its base term; provides determination & amortization of cost of tenant improvements; provides process for recovery of unamortized cost of tenant improvements when lease is terminated before end of its base term. Amends 216.043, 255.249,.25.
