Thoroughbred Horse Racing; requires counties to approve certain capital improvements by permitholders in certain situations; provides for membership in horsemen's association for owners & trainers; authorizes payment of percentage of purse to provide assistance or relief to certain persons associated with thoroughbred racing; authorizes Pari-mutuel Wagering Div. of DBPR to adopt rules & to audit use of such funds; conforms provisions. Amends 550.155,.2614,.3551.
