State Government; provides eligibility for state employees for personal day each year; provides for accumulated sick leave upon termination of employment; provides for development of model rule on family support personnel policies; provides for leases without competitive bids for office space in area designated as part of Front Porch Florida Initiative when approved by DMS; authorizes DMS to assign permit parking spaces, etc. Amends FS.
