Miami-Dade Co. Lake Belt Plan; repeals provision re disclosure of mining activities within specified area; provides for extinguishment of any rights acquired under specified provision as of specified date unless such person files notice of lis pendens; clarifies boundaries of Miami-Dade County Lake Belt Area. Amends 373.4149; repeals 373.4149(5).
