Substance Abuse Treatment Program; directs CFS Dept. to establish Gold Seal Quality rating for certain substance abuse treatment programs; provides criteria for designation as Gold Seal Substance Abuse Treatment Program; requires dept. to reimburse such programs at enhanced rate; provides for annual reapplication & renewal of designation; provides conditions for rescinding such designation, enhanced rate of reimbursement, & waiver of annual licensure fees, etc. Creates 397.482.
