Tax Exemption/Semiconductors/Silicon; revises exemption from taxation for machinery & equipment used in silicon-technology production & research & development; provides exemption from taxation for building materials purchased for use in manufacturing or expanding clean rooms for semiconductor-manufacturing facilities; provides lump-sum payment to International Game Fish Association World Center, etc. Amends 212.08,.20.
