School System Personnel; changes name of Human Resource Development Div. to Professional Educators Div.; revises certification requirements; provides for competency-based alternative preparation program; directs State Board of Education to adopt specified rules; provides for deferred prosecution agreement when enrolled in recovery network treatment program; deletes cap on fee subsidy for Excellent Teaching Program, etc. Amends FS.
