Community Computer Access; creates community computer-access grant program, to be known as Community High-Technology Investment Partnership, or CHIP, program; provides for grants to be awarded to eligible neighborhood facilities; provides for Libraries & Information Services Div. of Dept. of State to administer grant program; provides requirements for grant applications; prescribes maximum amt. of grant; requires grant agreement between division & recipient facility, etc.
