Neighborhood Revitalization; provides sales tax exemption for building materials used in construction of certain single-family homes located in enterprise zone, empowerment zone, or Front Porch Florida Community; revises procedures for obtaining allocations of private activity bonds; specifies use of Florida First Business allocation pool for priority projects before using regional allocation pools, etc. Amends FS.
