Vehicle Financial Responsibility; redefines term "owner/lessor" re statutes governing financial responsibility for operation of motor vehicle; provides that motor vehicle shall not be deemed to be dangerous instrumentality & owner or lessor of vehicle shall not be vicariously liable for certain injuries or damages caused by operation of vehicle. Amends 324.021.
