Statewide & Local Advocacy Councils; renames statewide & district human rights advocacy committees as Florida statewide & local advocacy councils; provides for duties of councils re monitoring activities of, & investigating complaints against, state agencies that provide client services; revises council membership, appointment, officers, & terms of service; provides statewide council staff with select exempt service status, etc. Amends FS.
