Tobacco Production Relief; provides legislative intent; provides for use of state funds to assist persons & communities adversely affected by tobacco settlement; provides for periodic appropriation & distribution of such funds; specifies uses & recipients of distributed funds; exempts tobacco barns & tobacco-farming equipment from tangible personal property tax for specified period, etc. Creates 196.33.
