FRS & Fla. Millennium Retirement; provides for preservation of rights of members of FRS re Fla. Millennium Retirement System; redefines terms "system" & "member"; provides for compulsory participation in said millennium system after certain date; provides for election to terminate participation in FRS to participate & in said millennium system & for transfer of lump sum payments to qualified participants' accounts, etc. Amends Ch. 121.
