Governmental Reorganization; provides exception to departmental structure requirements; creates Chief Financial Officer Office; creates Insurance & Financial Services Dept.; provides for executive director & departmental structure; creates offices of Commissioner of Insurance & Commissioner of Financial Services; provides for appointment & specifies qualifications for each commissioner, etc. Amends 20.04; creates 20.121,.131; repeals 20.12,.13.

Effective Date: Upon becoming law except as otherwise provided
