DUI/Boating Under Influence; increases penalty imposed for fourth or subsequent conviction of driving under influence; increases penalties imposed for causing serious bodily injury while driving under influence; provides that it is firstdegree felony to cause death of another while driving under influence; revises bloodalcohol or breathalcohol level; revises penalties for boating under influence, etc. Amends 316.193, 322.28, 327.35, 921.0022, 947.146.
