Foster Care/Residential Care; modifies authority for lead agencies to provide services; amends provision re disposition hearings providing that certain children must be placed in licensed residential care & must remain there unless court determines that it is not in child's best interest; provides additional requirement for eligible lead community-based providers; allows family foster home license to be valid for extended period in specified circumstances, etc. Amends FS.
