Best Schools Act of 2001; exempts certain students from statewide assessment program; revises schedule of school performance grade categories to include additional plus sign designation; prohibits school that has shown at least 50 percent increase in performance from being designated as performance grade category "F"; revises requirements for receipt of temporary teaching certificate; requires USF to develop & establish teacher preparation program, etc. Amends FS.
