Land Acquisition & Management; clarifies timeframe for providing specific information to fee owners; authorizes water management districts to grant utility easements on district-owned lands in order to provide utility service; authorizes DEP to deposit certain funds in financial institutions to make below-market loans for pollution control, etc. Amends Ch. 373, 73.015, 270.11, 374.984, 403.1835.
