Demineralization Concentrate; reorganizes & clarifies provisions re discharge of said concentrate; provides legislative findings; directs DEP to enter into rulemaking; creates technical advisory committee to assist in rule development; provides for discharge of said concentrate from small water utility businesses; provides exemption allowing said concentrate mixing zones in Outstanding Fla. Waters if specific requirements are met, etc. Amends 403.0882,.061.
