JOINT RESOLUTION by Cowin
Judicial Vacancies/Nominations; constitutional amendment under which vacancies in judicial office are filled by gubernatorial nominees from list of all eligible applicants submitted by respective nominating commission, confirmed by Senate; nominations made when Senate is not in session would be deemed confirmed; those made when it is in session but not confirmed within given time would be rejected; all commission proceedings, including deliberations, would be public. Amends s. 11, Art V.
