Workers' Compensation; requires certain entities actively engaged in construction industry to secure payment of compensation under Workers' Compensation law, after certain date; provides for consideration of public employer workplace safety program in rate-setting; provides additional criterion for determining certain value of nonprofessional attendant care provided by family member, etc. Amends Ch. 440, 627.0915.
