Electors/Valid Signatures/Internet; requires Secretary of State to adopt rules that allow sponsor of initiative proposing constitutional amendment to obtain valid signatures or electronic signatures from registered electors via Internet; requires that signatures submitted via Internet be verified by appropriate supervisor of elections. Amends 100.371.
