LES Department; transfers & reassigns divisions, functions, & responsibilities of LES Dept.; provides for comparable pay grades for transferred positions; authorizes DOI to reorganize positions within dept. & establish regional offices; authorizes Banking & Finance Dept., in conjunction with Attorney General's Office, to use unexpended funds to settle certain claims; establishes Workers' Compensation Division within DOI, etc. Amends FS.
