Rural Land Protection; provides for distribution of certain excise taxes on documents to Rural Lands Program Trust Fund of Agric. & Consumer Services Dept.; authorizes issuance of bonds for rural land protection; provides uses for funds in Conservation & Recreation Lands Program Trust Fund; authorizes use of rural land protection bonds to implement provisions re conservation & rural land protection easements & agreements, etc. Amends 201.15, 570.207,.70,.71; creates 215.619.
