Fish & Wildlife Conservation Comm.; authorizes dismissal of certain violations for failure to possess boating safety ID card; authorizes state universities to receive financial & technical assistance from commission for siting & development of artificial reefs; provides legislative intent re right to hunt, fish, & take game in state; creates annual gold sportsman's license; authorizes persons to fish in portion of Rainbow River, etc. Amends FS.
