Emergency Services & Care/Health; requires AHCA to adopt rules governing conduct of inspections or investigations; revises provisions governing internal risk-management program; redefines term "advanced life support" & "basic life support"; revises requirements for providing emergency services & care under Medicaid managed care plans & MediPass; provides requirements for health insurance policy coverage of hospital emergency services & care, etc. Amends FS.
