Public Health; revises rulemaking authority of DOH re its power to impose quarantine; provides for rules requiring vaccination for communicable disease; defines terms "public health advisory" & "public health emergency"; specifies terms under which public health emergency is declared; provides for consultation for, & notice & duration of, declaration of public health emergency, etc. Amends 381.0011,.00315.
