Growth Management; revises provisions governing regulation of intensity of use; provides for waiver of concurrency requirements; revises provisions governing process for adopting comprehensive plans & plan amendments; revises definition of "development" re operations that do not involve development to include federal interstate highways & transmission of electricity; provides for designation of lead regional planning council, etc. Amends FS.
