Vocational Rehabilitation; reorganizes Education Dept. & establishes Vocational Rehabilitation Services & Blind Services Divisions in dept.; provides duties for both divisions; repeals provision which provides for Occupational Access & Opportunity Commission. Amends 229.0073.
