Florida Fair Lending Act; creates said act; defines terms; prohibits specified acts by lenders re high-cost home loans; requires notice & disclosures to borrowers; preempts regulation of high-cost home loans to state; prescribes duties of Banking & Finance Dept. re enforcement of act; provides severability.
