Road-to-Independence Act; creates said act; provides transition to self-sufficiency as goal for older children who are likely to remain in foster care until 18 years of age; directs CFS Dept. or its agents to administer system of independent living transition services; provides for eligibility for services; provides for services for young adults formerly in foster care; provides for dept. & program accountability, etc. Amends FS.
