K-20 Funds Flexibility Act; creates said act; authorizes Education Secretary, in consultation with Education Commissioner, to reorganize structure, staff, & funding of Education Dept. to implement changes in state education system resulting from 1998 constitutional amendment; provides for appropriation of categorical funds; provides powers of district school boards re transferring funds between categories, etc.
Effective Date: Upon becoming law
