Property & Casualty Insurance Risk; provides that nursing homes & assisted living facilities are immediately eligible for coverage in Fla. Property & Casualty Joint Underwriting Association; provides that rates used by association are subject to specified provision; eliminates provisions tying initial rates of association to rates contained in Insurance Services Office filing with DOI. Amends 627.351.
