Office of Child Advocate; creates said office; provides additional duty of Justice Administrative Commission to manage & direct said office; provides legislative intent; provides for rights & powers of advocate; provides for transfer of guardian ad litem program from Office of State Court Administration to Office of Child Advocate; provides for award of reasonable fees & costs to guardian ad litem under certain circumstances, etc. Amends 43.16; creates 43.165, 63.406.
