Sales & Use Tax; constitutional amendment to reduce general state sales & use tax rate to 4.5 percent & require extraordinary vote of Legislature to exceed this rate, except re specified transactions; to provide that all sales of goods or services are subject to tax, except for specified goods & services & except for exemptions enacted by specified date, etc. Creates s. 19, Art. VII.
