Constitutional Amendments; (THIS BILL COMBINES S1172,1672) constitutional amendment to prohibit placement of proposed constitutional amendment or revision on ballot if it does not alter, amend, or repeal existing article or amendment to constitution, address fundamental right of citizen of state, or seek to create, implement, or otherwise change basic structure of state government, as determined by Fla. Supreme Court. Amends s. 5, Art. XI.
