Electronic Messages; defines "commercial electronic mail message," "electronic mail," "electronic mail service provider," "established business relationship," & "unsolicited commercial electronic mail message"; prohibits transmission of commercial electronic mail messages under certain conditions; provides for civil relief & damages. Creates 668.20,.21,.22.
