Specialty License Plates; provides annual use fee for Protect Our Reefs license plate; revises distribution of annual use fees received from sale of Florida Arts license plates; creates Protect Our Reefs license plate; provides for distribution of annual use fees received from sale of such plates; provides for audit by Auditor General. Amends 320.08056,.08058.
