Student's Education/Parent & Family; creates Family & School Partnership for Student Achievement Act; requires support for implementation by school district & school personnel; requires DOE to develop guidelines for parent guide to assist parents; provides additional notification requirements to parents of students with substantial reading deficiencies; amends provisions re incentives & bonuses under Dale Hickam Excellent Teaching Program, etc. Amends FS.
