Mental Health & Substance Abuse; provides legislative intent re provision of mental health & substance abuse services through creation of Mental Health & Substance Abuse Services Agency within CFS Dept.; provides the mission of agency; requires agency to develop strategic plan & collaborative agreements with state agencies; provides for Division Director for Mental Health & Division Director for Substance Abuse, etc. Creates 394.95; amends 394.741, 409.912; reenacts various FS.

Effective Date: Upon becoming law except as otherwise provided
