Economic Stimulus; (THIS BILL COMBINES S2328,2252) revises provisions providing for urban job tax credit program to apply to designated urban job tax credit areas rather than high crime areas; provides for special consideration to be given to defense & homeland security under tax refund program for qualified target industry businesses; continues & expands Passport to Economic Progress demonstration program, etc. Amends FS. APPROPRIATION: $2,909,200.
